we "regular people" often hear that "little voice" of conscience that tell us things we should do to live with other "regular people" in harmony.
If we keep saying "unh-unh", "no" to the little voice with our big puffed up words, then our dreams are still trying to get the message through.
The story you point out is interesting because Kim Jong Il has admitted to another living person that he hears this voice of his dreams but then moves forward with the unruly decisions and horrendous actions anyway. It means that the further he goes along in life, the more poor he seems to himself in his behavior. It is like a Scrooge stealing a turkey drumstick from Bob Cratchit... instead of repenting and bringing him a turkey.
Never under-estimate the positive effect of repenting and improving.
As for the conscience-ignoring Kim Jong Il, it sounds like a MacBeth style dilemma he has on his hands:
"Will all great Neptune's ocean wash this blood clean from my hand? No, this my hand will rather the multitudinous seas incarnadine, making the green one red" Macbeth Quote (Act II, Sc. II).
