Off shore Oregon HAARP cloud shape

Looks like the circle(can you see it inside the red circle?) is persistent in place when you look at the animated GIF of the satellite view. It moves only slightly when bands of clouds move across it. It is over the location of the recent 6 mag quake.

Someone is tinkering with the earth air, water and ground. Add fire to that too.
